Moving to Portugal from the UK 2026: Visas, Tax, Homes

What British movers need in 2026: the 90/180 rule, D7 and D8 routes, what a UK buyer pays for a Portuguese home, and how the double taxation treaty works.

Quick Answer: British buyers can own Portuguese property without restriction, on the same freehold terms as an EU buyer. Brexit changed the right to stay, not the right to own: 90 days in any 180 without a residence permit. The routes to more are D7 at about EUR 920 a month of passive income and D8 at about EUR 3,680 of remote income.

The nine results ranking above this one are two removal firms, an immigration adviser, a wealth manager, a currency service, the government and a Facebook group. Between them they cover shipping, pets, visas, healthcare and driving licences well.

None of them covers buying a house. They will move your furniture into a property nobody told you how to purchase, and the tax on that purchase is the largest single number in a British relocation after the property itself. That is the gap this page fills.

What Brexit Changed, and What It Did Not

It did not change ownership. Portugal has never applied a nationality condition to residential property, and it did not introduce one. A British buyer registers the same freehold title at the same Conservatória as a German or Portuguese buyer, with the same protections.

It changed the right to stay. Since 2021, UK passport holders are third-country nationals in Schengen terms, which means 90 days in any rolling 180-day period without a visa or residence permit.

PositionBefore 2021From 2021
Buying propertyUnrestrictedUnrestricted, unchanged
Time in PortugalUnlimited, freedom of movement90 days in any rolling 180
Working locallyBy rightRequires the appropriate permit
Healthcare accessEU coordinationVia residence, or private cover as a visitor
Purchase tax treatmentSame as any non-residentSame as any non-resident

The 90/180 count is checked electronically at the border. The older assumption that it is loosely policed described the era of manually stamped passports and does not describe the current system. If an agent tells you otherwise, treat everything else they say with the same suspicion.

For a second-home owner who wants three months in spring and three in autumn, the arithmetic does not work without a residence permit. That, more than tax, is what pushes British owners toward the D7.

Which Route Fits

Route2026 testPresence expectedCapital locked
D7 passive incomeAbout EUR 920 a month for a single applicantHigh, genuine residenceNone
D8 remote workAbout EUR 3,680 a month from outside PortugalMedium to highNone
Golden Visa fundEUR 500,000 for five yearsAbout 7 days a yearYes

Both income tests track the Portuguese minimum wage, EUR 920 a month in 2026, with the D8 at four times that figure. The detail is in the D7 guide and the D8 guide.

The Golden Visa is the route British buyers ask about and rarely need. It stopped accepting property in October 2023, and for anyone actually moving, the D7 delivers the same residence rights without EUR 500,000 tied up for five years. See the Golden Visa guide if capital rather than relocation is the point.

What the House Costs to Buy

CostRate or basisOn a EUR 400,000 Algarve house
IMT, non-residentFlat 7.5% on residential property from 1 September 2026EUR 30,000
Stamp duty0.8% of priceEUR 3,200
Notary and land registryFixed and variable elementsLow four figures
Legal feesCommonly 1% to 1.5%EUR 4,000 to EUR 6,000
Total acquisition costRoughly 9% to 11% of priceAbout EUR 39,000 to EUR 45,000

The flat 7.5% non-resident rate under DL 97/2026 is what a British buyer pays before establishing Portuguese tax residency. A resident buying the same house moves along a progressive scale that starts far lower. The full mechanics are in IMT for non-residents, and the refund route for those who go on to become resident within 24 months is in the IMT refund guide.

Sequencing matters more than negotiating. On this example, buying after establishing tax residency rather than before is worth more than most buyers achieve by haggling on price.

The transaction itself follows the standard foreign-buyer path: NIF, bank account, independent lawyer, promissory contract, deed. See buying property in Portugal as a foreigner and the step-by-step process. Non-resident lending is covered in Portugal mortgage rates for foreigners.

Tax: the Treaty Does the Work

Once Portuguese tax resident, you are taxed on worldwide income, and the UK Portugal double taxation treaty allocates taxing rights and provides relief. Unlike the American case, there is no saving clause pulling the UK back in on citizenship grounds: British tax follows residence.

The pressure point is pensions. Government service pensions are treated differently from private and workplace pensions under the treaty, and the outcome depends on which you hold. The regime that used to make this simple, NHR, closed to new applicants at the end of 2024. Its replacement, IFICI, applies a flat rate to qualifying Portuguese employment and self-employment income and excludes pensions entirely.

Anyone whose move was modelled on NHR pension treatment is modelling a regime they cannot join. The treaty detail is in the UK Portugal double taxation treaty guide, the residency test in the 183-day guide, and IFICI in the NHR replacement guide.

The Practical Move, in the Order It Bites

The practical move breaks into 4 items that bite in a predictable order: the NIF and a Portuguese bank account, the visa appointment, the shipping, and the licence exchange. Removal firms cover the third well and underplay the first and the fourth, which are the ones with deadlines attached.

Currency comes first and lasts longest. A British buyer converts sterling to euros at the deposit, again at completion, and then for every subsequent transfer for the rest of the ownership. A 5% move on a EUR 400,000 purchase is EUR 20,000, and Portuguese completion dates slip routinely. Decide whether you are fixing the rate or accepting the exposure, and decide it before the promissory contract rather than in the week of the deed.

Healthcare has two layers. Private cover is required for the visa application and buys speed and English-speaking consultations. Once you hold a residence permit and a social security number you can also register with the public system. British state pensioners should check their S1 entitlement position before assuming either route, because it changes what the public system costs them.

The driving licence has a deadline. The exchange window runs from your residence date, and it is short. Miss it and you sit a Portuguese test rather than exchanging a valid licence.

Pets travel on an animal health certificate, not the old EU pet passport, since 2021. It is issued close to travel and has a validity window, so it is a scheduling problem rather than a paperwork one.

ItemWhen to startConsequence of leaving it
NIF and Portuguese bank accountBefore anything elseNothing else can proceed
Currency planBefore the promissory contractUncontrolled exposure on the largest transfer of your life
Health coverBefore the visa applicationThe application is incomplete
Driving licence exchangeWithin months of residenceA Portuguese driving test

Where British Buyers Go

AreaWhyThe trade
Central and eastern AlgarveThe established British market, direct Faro flights, English widely spokenFaro’s winter flight schedule thins sharply
Western Algarve, Lagos to BurgauQuieter, dramatic coast, growingFewer services out of season
Silver CoastSpace and price, an hour or so from LisbonWetter windier winters
Cascais and EstorilSchools, Lisbon in 30 minutes, year-round townThe most expensive housing in the country
Porto and the northCity quality at a discountColder, smaller British community

One correction to the received wisdom. The Algarve is not one market. The central resort strip from Albufeira to Vilamoura keeps a large seasonal population and thins in winter; the eastern towns around Tavira and Olhao hold a resident population all year; and the western coast beyond Lagos is quieter in both directions. British buyers who visited in July and bought in the central strip are the ones most likely to be selling within three years.

The Algarve holds the largest British community in Portugal, and the demand data agrees: Albufeira, Tavira, Vilamoura and Lagos are the four towns British searches concentrate on. The regional picture is in the Algarve guide.

Driving Licences, Cars and the NHS Question

Three items catch British movers in the first year and none appears in the visa paperwork: exchanging the UK driving licence within the permitted window, importing a car in the right sequence to qualify for relief, and arranging healthcare cover once NHS entitlement ends with UK residence.

ItemPosition
UK driving licenceMust be exchanged for a Portuguese one once resident
Bringing a carPossible, with an import process and a tax exemption route
NHS accessEnds with UK residence; the S1 covers state pensioners
Healthcare in PortugalSNS access once registered, plus private insurance is common
EHIC and GHICTravel cover only, not a substitute for residency healthcare

The licence exchange is administrative but time-bound, and leaving it until the licence expires creates a problem that is far harder to solve than the exchange would have been.

The car is the one worth deciding early. Importing a vehicle as part of a change of residence can qualify for relief from the vehicle tax that otherwise makes imports expensive, but the relief has conditions on prior ownership and on timing relative to the move. Getting the sequence wrong turns a saving into a substantial bill, and the sequence is decided before you ship, not after.

On healthcare, the position for a state pensioner differs from that for a working-age mover, and the S1 route is worth confirming with the UK authority before departure. See the UK Portugal double taxation treaty guide for the tax side of the same transition.

Bringing Money Across, and the Currency Question

A British household buying in euros with sterling income is running a currency position whether or not they think of it that way, and on a property purchase the sums involved make it material.

ExposureEffect
Purchase price in eurosThe whole sum moves at one rate
Deposit at CPCV, balance at escrituraTwo conversions, months apart
Ongoing costs in eurosRecurring exposure, indefinitely
Pension or salary in sterlingIncome exposed every month
Rental income in eurosA natural hedge, if you let

On a purchase of a few hundred thousand euros, a few percentage points of movement between the CPCV and the escritura is a five-figure sum, and the gap between the two is typically weeks or months. That is the exposure people notice.

The one they do not notice is the ongoing one. A retired couple spending in euros on a sterling pension carries that position for as long as they live in Portugal, and it does not net out. Whether to hedge any of it is a decision for a regulated adviser rather than for us, but it belongs on the planning list well before the offer.

Pets, and the Order the Paperwork Has to Happen In

Moving a dog or cat from the UK to Portugal is straightforward and unforgiving of sequence errors. The animal needs a microchip first, then a rabies vaccination after the chip, then a waiting period, then an animal health certificate issued within a defined window before travel. Doing the vaccination before the chip invalidates it and restarts the clock, which is the single most common mistake and costs weeks.

Start the process at least three months before the move, confirm the current requirements with a vet who does export paperwork regularly, and check the carrier’s own rules separately, because airline and ferry conditions are stricter than the legal minimum and vary by route and by season.

Pros and Cons

Britain remains the largest foreign buyer group in Portugal, and the process is unchanged by Brexit: same title, same 7.5% non-resident IMT, same registry. What changed is time. A British buyer now needs a visa to stay beyond 90 days in any 180, and 10 years of residence to naturalise.

Advantages:

  • Ownership completely unrestricted, with no post-Brexit condition on title
  • An established British community with English-speaking services on the Algarve
  • Housing costs well below southern England for comparable coastal property
  • Direct flights from most UK regional airports, at least in season
  • A double taxation treaty that follows residence rather than citizenship

Disadvantages:

  • 90 days in any 180 without a residence permit, electronically enforced
  • Flat 7.5% non-resident IMT until you establish tax residency
  • NHR no longer available, and IFICI does not cover pensions
  • Sterling to euro exposure between offer and completion, and on every future transfer
  • Winter flight schedules to Faro thin considerably

Risks and Red Flags

British movers hit a predictable set of post-Brexit edges in the first year: a licence that had to be exchanged, a car imported in the wrong sequence, healthcare cover assumed rather than arranged, and a currency position nobody decided to run.

  • “The 90 days is not really enforced.” It described the stamped-passport era. An agent saying it now is either out of date or selling.
  • Any adviser offering NHR. Closed to new applicants since the end of 2024.
  • Buying before the residence decision. It fixes you on the flat 7.5% rate for a purchase you could have timed.
  • Sterling exposure left unhedged. A 5% move between promissory contract and deed on EUR 400,000 is EUR 20,000, and completion dates slip.
  • Agents introducing “their” lawyer. In Portugal the agent is paid by the seller. Instruct your own.

Checklist before you commit:

  • Count your Schengen days accurately for the last 180, before assuming the visa question is theoretical
  • Decide the residence route before the purchase, not after
  • Get a treaty opinion on your specific pension mix
  • Fix the currency, or accept the exposure knowingly
  • Diarise the driving licence exchange window from your residence date

Who This Works For

The retiring couple on private pensions. D7 fits comfortably. The work is the pension tax position under the treaty now that NHR has closed, and the sequencing of any purchase against tax residency. The fuller picture is in retiring in Portugal.

The second-home owner who wants more than 90 days. The honest answer is that there is no halfway option. Either you accept the limit or you take a residence route, with the tax consequences that follow.

The remote employee. D8 fits, and Lisbon or Porto rather than the Algarve, on connectivity and community. Rent through the first year.

The family relocating with children. School places decide the area before houses do, and that concentrates you on the Cascais line: see international schools in Portugal.

Frequently Asked Questions

Yes, without restriction. Portugal places no nationality condition on buying residential property, and a British buyer takes the same freehold title on the same terms as an EU buyer. What changed in 2021 is the right to stay, not the right to own. You can buy a house you are only allowed to visit for 90 days in every 180 without a residence permit.

As third-country nationals since 2021, UK passport holders can spend 90 days in any rolling 180-day period in the Schengen area without a visa. It is checked electronically at the border, so the older assumption that it is loosely enforced no longer describes reality. For second-home owners who want longer, the answer is a residence route such as the D7, not a longer holiday.

As a non-resident buying residential property from 1 September 2026, a flat 7.5% IMT transfer tax under DL 97/2026, plus 0.8% stamp duty, plus notary, registration and legal fees. On a EUR 400,000 Algarve house that is EUR 30,000 in IMT and EUR 3,200 in stamp duty before professional costs. Becoming Portuguese tax resident within 24 months can open a refund of the excess.

The D7 if you live on pensions, dividends or rental income from outside Portugal: about EUR 920 a month for a single applicant in 2026. The D8 if you work remotely for a non-Portuguese employer: about EUR 3,680 a month. The Golden Visa only if you want EU residence rights without actually relocating, because it locks EUR 500,000 for five years and no longer accepts property.

It depends on the pension type and on the treaty. Once you are Portuguese tax resident, Portugal taxes worldwide income, and the UK Portugal double taxation treaty allocates which country taxes what and provides relief. UK government service pensions are treated differently from private and workplace pensions. The old NHR regime that sheltered foreign pensions closed to new applicants at the end of 2024, so plans built on it need redoing.

Yes. Portuguese banks lend to non-residents, typically at a lower loan-to-value than they offer residents, with the rate and the paperwork both reflecting non-resident status. You will need a NIF, a Portuguese bank account and a documented income and source-of-funds file. Sterling income is acceptable, but currency movement between offer and completion is your risk, not the bank's.

Yes, once you are resident. The exchange window runs from your residence date and is limited, and missing it means sitting a Portuguese test rather than exchanging. Deal with it in the first months rather than the first year: it is one of the two or three admin items British movers consistently leave too late, alongside health registration.
